During a heated European Parliament plenary session, EU Commissioner for Internal Affairs and Migration Magnus Brunner delivered pointed remarks emphasizing that migration policy decisions by individual nations cannot come at the expense of continental partners, given the shared nature of the challenge.
Brunner made clear that residence permits granted under national programs are not a "blank cheque" for unfettered travel throughout the bloc, reinforcing existing EU regulations that govern cross-border movement and residency rights.
Should recipients of Spain's legalization initiative be discovered residing unlawfully in another member nation, they "must return to the country where the permit was granted," Brunner stated.
The commissioner pressed for a comprehensive migration framework characterized by strategic planning, enhanced security measures, legal pathways, and controlled implementation across the EU, while warning that irregular migrants face mandatory return under current regulations.
Prime Minister Pedro Sanchez's government greenlit the ambitious regularization blueprint in late January, aiming to grant legal status to approximately 500,000 undocumented individuals. The controversial measure has sparked intense scrutiny from EU institutions and fellow member states concerned about its ripple effects on Europe-wide migration governance.
